Abstract: | O problema da pesquisa investigado neste estudo refere-se à inserção e ao fortalecimento econômico de cidades estratégicas do interior do Ceará no processo de desenvolvimento regional. A hipótese é de que o futuro destas depende não apenas do mercado baseado no princípio da eficiência econômica, mas também do planejamento estadual, com políticas apropriadas de desenvolvimento para cada agrupamento formado no interior com um equilíbrio estável entre forças centrípetas e centrífugas. Os objetivos gerais deste trabalho foram estudar se a desconcentração regional das atividades econômicas nos municípios do estado do Ceará foi eficiente e verificar se houve entre eles convergência e transbordamento espacial no período de 1996 a 2003. A metodologia utiliza técnicas da Econometria Espacial, estimando um modelo com o intuito de captar externalidades que afetam o crescimento do PIB per capita dos municípios cearenses, verificando as variáveis que influenciam diretamente o desenvolvimento dos municípios vizinhos, seu PIB per capita e a formação de clusters espaciais. Para tal, dividiu-se a análise em duas etapas. Na primeira, utilizou-se o método da Análise Exploratória de Dados Espaciais (AEDE). Na segunda, implementou-se um modelo de convergência espacial para verificar se, no período de análise, as disparidades regionais aumentaram ou diminuíram. Os resultados indicaram autocorrelação positiva para todos os anos analisados, a formação de clusters significativos de municípios de alto crescimento do PIB per capita circundados por municípios de alto crescimento do PIB per capita e municípios de baixo crescimento do PIB per capita circundados por municípios de baixo crescimento do PIB per capita em todos os anos. No que se refere à convergência, os resultados mostram que, no período de 1996 a 2003, houve convergência de PIB per capita, ou seja, houve uma diminuição das disparidades regionais. Contudo, ressaltam-se questões inerentes ao processo de desenvolvimento e crescimento econômico, planejamento de médio e longo prazos, tipologias regionais, dentre outros. Foram também investigadas as principais forças econômicas por trás do desenvolvimento intermunicipal de 1996 a 2003, dentro do estado do Ceará, sobretudo a relação entre crescimento do PIB per capita, acesso ao mercado, atratividade espacial e amenidades locais, usando o método de análise da Econometria Espacial com dados de painel. Os resultados obtidos permitiram identificar a possível formação de um clube de convergência, no Estado, entre os municípios que mais cresceram. Interessante é notar também que as desigualdades dão-se principalmente entre os municípios mais industrializados: Fortaleza, Maracanaú, Eusébio, Horizonte, Maranguape, todos da Região Metropolitana de Fortaleza, e Sobral e o interior do Estado. Embora algumas mudanças, no que diz respeito à velocidade de convergência, possam ser percebidas, de modo geral as posições relativas não se alteram e as desigualdades são mantidas. Além disso, ficou destacada na pesquisa a importância do capital humano, do capital social, da infra-estrutura e das economias de urbanização (em que os custos de transportes se inserem), dos mercados regional e metropolitano, das externalidades positivas e negativas pelo efeito do meio industrial, do efeito congestão da densidade demográfica e de outras amenidades urbanas do desenvolvimento econômico dos municípios. O modelo econométrico de convergência condicional mostrou que o crescimento do PIB per capita foi afetado negativamente pelas variáveis criminalidade e densidade demográfica, e positivamente pelas variáveis capital humano, infra-estrutura, capital social, meio industrial e potencial dos mercados regional e metropolitano. A desigualdade regional no Ceará é muito grande. Estima-se que um período de 51 anos é necessário para o nível inicial de renda per capita atingir metade do nível do estado estacionário (nível de equilíbrio), controlando a heterogeneidade espacial deste processo por efeitos fixos. Em resumo, foi comprovado que a influência de determinado município sobre o seu vizinho é de suma importância, uma vez que permite identificar níveis de interdependência dentro do estado do Ceará. E, além disso, no período analisado, comprovou-se um movimento de homogeneização no estado do Ceará, ou seja, desconcentração espacial da renda per capita. The problem of the research investigated in this study mentions the insertion and economic to fortify it of strategical cities of the interior of the Ceará in the process of regional development. The hypothesis is on that the future of these depends not only on the market based on the principle of the economic efficiency, but also of the state planning, with appropriate politicies of development for each grouping formed in the interior with a steady balance between centripetal forces and centrifugal forces. The general objectives of this work had been to study if the regional disconcerting of the economic activities in the cities of the state of the Ceará was efficient and to verify if it had between them spatial convergence overflow in the period of 1996 the 2003. The methodology uses techniques of Spatial Econometry, esteem a model with intention to catch externalities that affect the growth of the per capita GDP of the pertaining to the state of Ceará cities, verifying the variable that directly influence the development of the neighboring cities, its per capita GDP and the space formation of clusters. For such, it was divided analysis in two stages. In the first one, the method of the Exploratory Spatial Data Analysis. In second, a model of spatial convergence was implemented to verify if, in the period of analysis, the regional differences had increased or diminished. The every year analyzed results had indicated positive autocorrelation for, the formation of clusters significant of cities of high growth of the per capita GDP surrounded by cities of high growth of the per capita GDP and cities of low growth of the per capita GDP surrounded by cities of low growth of the per capita GDP in every year. As for the convergence, the results show that for the period of 1996 the 2003 exist per capita convergence of the GDP, that is, have a reduction of the regional differences. However, inherent questions to the development process and economic growth are standed out, planning of medium and long run, regional typology, amongst others. Also the main economic forces for backwards of the intermunicipal development of 1996-2003 had been investigated, inside of the state of the Ceará, over all the relation between growth of the per capita GDP. Access to the market, space attractiveness and local amenities, using the method of analysis of Spatial Econometry with panel data. The gotten results had allowed to identify the possible formation of a club of convergence in the State, enter the cities that had more grown. Interesting it is to also notice that the inaqualities are given mainly more enter the industrialized cities: Fortaleza, Maracanaú, Eusébio, Horizonte, Maranguape, all of the Region Metropolitan of Fortaleza, and Sobral and the interior of the State. Although some changes, in what it says respect to the convergence speed, can be perceived, in general way the relative positions do not get excited and the inaqualities are kept. Moreover, she was detached in the research the importance of the human capital, of the capital stock, the infrastructure and the economies of urbanization (where the costs of transports if insert), of the markets regional and metropolitan, the positive and negative externalities for the effect of the half industrial, of the effect congestion of the demographic density and other urban amenities on of the economic development of the cities. The econometrical model of conditional convergence showed that the growth of the GDP per capita was affected negative by the variable crime and demographic density. And positively for the variable capital human, infrastructure, capital stock, half industrial and potential of the markets regional and metropolitan. The regional inaquality in the Ceará is very great. They is esteem that a period of 51 years is necessary for the initial level of per capita income to reach half of the level of the stationary state (balance level). Controlling the spatial heterogeneous of this process for fixed effect. In conclusion, it was proven that the influence of one determined city on its neighbor is of utmost importance, a time that allows to inside identify levels of interdependence of the State of the Ceará. E, moreover, in the analyzed period, proved a movement of homogenization in the State of the Ceará, that is, spatial disconcerting of the per capita income. |
