Sobre o Rururbano: a ocupação Dandara e os desafios da luta por moradia para além do rural e do urbano

Abstract

Esta dissertação tem como objetivo compreender os sentidos da categoria rururbano e o modo como esta foi elaborada, efetivada e ressignificada na luta por moradia no contexto da Ocupação Dandara, situada na Região Metropolitana de Belo Horizonte. A partir da observação participante, da realização de entrevistas semiestruturadas, de pesquisa bibliográfica e documental, incluindo a produção de mídias, o trabalho se propõe a reconstituir a trajetória do projeto rururbano com foco no seu planejamento por movimentos sociais – Brigadas Populares, Movimento dos Trabalhadores Rurais Sem Terra e Comissão Pastoral da Terra – durante a gestação da ocupação, até os processos contemporâneos de identidade e ressignificação da ocupação pelos moradores. Desta maneira, buscou-se evidenciar os desafios que emergiram na tentativa de desconstrução da dicotomia entre os conceitos formais de rural e urbano, na união das agendas pela Reforma Agrária e pela Reforma Urbana e na construção coletiva do rururbano como um modelo alternativo e contra hegemônico de cidade. Das experiências no campo, dos relatos dos moradores e da revisita ao material escrito sobre a história da ocupação, discute-se a emergência das ocupações urbanas na RMBH como consequência social de significativo déficit habitacional, desigualdade social e inclusão precária de uma camada da população no acesso ao direito à cidade. Neste contexto, a Ocupação Dandara surge da união da pauta de diferentes movimentos sociais, da cidade e do campo, sob a bandeira do ideal Rururbano. Destaca-se a importância da formação de redes de apoio provenientes de diversos setores da sociedade para a consolidação e permanência da ocupação no território. Por fim, a dissertação se volta para uma leitura contemporânea dos caminhos do rururbano possível frente às pressões da lógica neoliberal de produção da cidade e as razões de sua trajetória divergente do rururbano planejado.

This dissertation aims to understand the fluidity between the definitions of rural and urban in the struggle for housing based on the analysis of the rururbano concept and the challenges of its implementation in the Dandara Occupation, in the Metropolitan Region of Belo Horizonte. Based on participant observation, semi-structured interviews and a bibliographical research, the paper proposes to reconstitute the trajectory of the rururbano project since its planning by the social movements - Popular Brigades, Landless People Movement and Catholic Land Commission - during the gestation of Occupation, to the contemporary processes of identity and resignification of occupation by the residents. In this way, it was tried to highlight the challenges that emerged in the attempt to deconstruct the dichotomy between the formal concepts of rural and urban, in the union of agrarian Reform and Urban Reform agendas and in the collective construction of the rururbano as an alternative and counter hegemonic model of city. From the experiences in the field, from the reports of the residents and from the revisit to the written material on the history of the occupation, the work discusses the emergence of the urban occupations in the RMBH as a social consequence of significant housing deficit, social inequality and precarious inclusion of a layer of the population in the Access to the right to the city. In this context, the Dandara Occupation arises from the union of the staff of different social movements, the city and the countryside, under the banner of the Rururbano ideal. It is important to emphasize the formation of support networks from various sectors of society for the consolidation and permanence of occupation in the territory. Finally, the dissertation turns to a contemporary reading on the ways that possible “rururbana” behaves in front of the pressures of the neoliberal logic of production of the city and the reasons of its divergent trajectory of the planned.
