Ações de guerra sem o uso de armas: o Serviço Especial de Saúde Pública no Vale do Rio Doce/MG

Abstract

A finalidade deste trabalho é apresentar a atuação do SESP no Vale do Rio Doce, durante a II Guerra Mundial e início da Guerra Fria (1943-1950), períodos relevantes da História do Brasil Contemporâneo, pois evidencia os acordos internacionais firmados por Vargas, com intuito de modernizar internamente algumas regiões do país, tornando possível a integração Sertão/Litoral. Inicialmente, busquei reconstituir o processo de estudos sobre saúde pública no Brasil, desde a República Velha até a Era Vargas, enfatizando o papel central de ida aos sertões, dos pesquisadores do Instituto Oswaldo Cruz, nos anos de 1912 a 1915. Trouxe para esta dissertação, a parceria entre o governo brasileiro e a Fundação Rockefeller, que se inicia na década de 1910 e culmina com a criação do SESP, em 1942. O foco do trabalho é dedicado aos tipos de serviços prestados pelo SESP no Vale do Rio Doce. Problematizei sobre o processo de contenção da malária e de outras doenças, a construção de redes de esgotos e de distribuição de água potável à população, os programas de educação sanitária e de treinamento de pessoal, procurando demonstrar todas as dificuldades quanto aos embates entre os profissionais de saúde do SESP e os políticos locais e as mudanças no cotidiano dos indivíduos após a exposição do tipo de trabalho empreendido pelo Serviço.The purpose of this work is to present the performance of the SESP in the Rio Doce Valley, during the World War II and beginning of the Cold War (1943- 1950), important periods of the History of Contemporary Brazil, therefore it evidences the international agreements firmed by Vargas, with intention to modernize internally some regions of the country, becoming possible the Sertão/Litoral integration. Initially, I reconstituted the process of studies about public health in Brazil, since the Old Republic until the Vargas Age, emphasizing the principal purpose of Instituto Oswaldo Cruz researchers going to the Sertões, in the years of 1912 to 1915. I show in this work, the partnership between the Brazilian government and the Rockefeller Foundation, that initiates in the decade of 1910 and culminates with the creation of the SESP, in 1942. The focus of the work is dedicated to the types of services given for the SESP in the Rio Doce Valley. I argued the process of containment of the malaria and other illnesses, the construction of nets of sewers and distribution of potable waters to the population, the programs of sanitary education and training of staff, looking for to demonstrate to all the difficulties how much to you strike them after enters the local professionals of health of the SESP and politicians and the changes in daily of the individuals the exposition of the type of work undertaken for the Serviço.
