Termo de Referência utilizando Avaliação Ambiental Estratégica (AAE) para subsidiar o planejamento e a criação da Área Especial de Interesse Turístico (AEIT) do Complexo Penha, Paraty, Rio de Janeiro

Abstract

O objetivo geral desta pesquisa foi fornecer informações técnico-científicos para a Secretaria Municipal de Turismo de Paraty - RJ, com vistas à aplicação da Avaliação Ambiental Estratégica (AAE) no processo de planejamento e criação da Área Especial de Interesse Turístico (AEIT) do Complexo Penha. A região é de fácil acesso e possui atrativos naturais, culturais e históricos do período colonial brasileiro, fatos que atraem turistas ao longo de todo ano. A visitação turística ocorre de forma intensa e desordenada, principalmente nos feriados e final de ano, ocasionando, assim, diversos impactos ambientais, com destaque para os negativos. Como forma de enfrentar a problemática em tela, a Secretaria Municipal de Turismo de Paraty tem estudado a possibilidade de criação da AEIT do Complexo Penha com vistas ao ordenamento turístico do local. A partir da análise da problemática e de estudos relacionados a avaliações em nível estratégico, ficou evidente a aplicabilidade da AAE como forma de geração de subsídios com intuito de auxiliar o processo de tomada de decisão por parte do poder público local. A aplicação do Termo de Referência (TR) proposto neste estudo possibilitará um processo de avaliação focado nas questões ambientais, sociais e econômicas relevantes, permitindo a análise e a comparação de alternativas com o objetivo comum de ordenamento turístico do Complexo Penha.

The general objective of this research was to provide technical and scientific information to the Municipal Tourism Office of Paraty (RJ), with a view to applying the Strategic Environmental Assessment (SEA) in the planning and creation of the Special Area of Tourism Interest (AEIT) Penha. The region is easily accessible and has natural, cultural and historical attractions of the Brazilian colonial period, facts that attract tourists throughout the year. The tourist visitation occurs in an intense and disorderly way, mainly in the holidays and end of the year, causing, thus, several environmental impacts, with emphasis on the negatives ones. To address the issue on the spot, the Paraty Municipal Tourism Office has studied the possibility of creating the AEIT of the Penha Complex, with a view to the touristic planning of the site. From the analysis of the problematic and studies related to evaluations at a strategic level, it was evident the applicability of the SEA as a way of generating subsidies with the purpose of assisting the decision making the process by the local public power. The application of the Term of Reference (TR) proposed in this study will enable an evaluation process focused on the relevant environmental, social and economic issues, allowing the analysis and comparison of alternatives with the common objective of tourism development of the Penha Complex.
