dc.description.abstractNos últimos anos, o Estado de Minas Gerais aumentou gradativamente sua participação no PIB agropecuário nacional. Atualmente, o estado é o principal produtor nacional de café em grãos, leite, batata inglesa e alho, além de possuir o maior rebanho eqüino e o segundo maior rebanho bovino do país. No entanto, devido a diferenças regionais, o processo de desenvolvimento do setor agropecuário ocorreu com diferentes intensidades, de acordo com cada região do estado. Nas últimas décadas, diversas políticas públicas foram formuladas visando à redução das desigualdades no campo, tais como políticas creditícias e políticas de investimento na educação. Diante disto, o presente trabalho analisou o crescimento econômico do setor agropecuário de Minas Gerais, entre 1996 e 2006, procurando verificar a existência - ou não - de convergência da renda agropecuária e quantificar o impacto das políticas creditícias e educacionais sobre o crescimento econômico do setor agropecuário mineiro. Entende-se por convergência de renda o processo no qual as regiões mais pobres passam a apresentar maiores taxas de crescimento econômico, em relação às regiões mais ricas, de forma que todas as regiões convergirão para um único estado de crescimento econômico, chamado de estado estacionário. Buscando a verificação deste processo de convergência da renda, este trabalho fundamentou-se na teoria do crescimento econômico e convergência de renda, bem como nas relações entre crédito rural, capital humano e crescimento econômico. Analiticamente, foram utilizados os modelos de β-convergência absoluta e condicional e os testes propostos por Quah (1993) e Drennan e Lobo (1999). Os resultados obtidos nos testes de β-convergência indicaram a existência de convergência absoluta da renda agropecuária entre os municípios de Minas Gerais. A análise de convergência condicional indicou que o crédito rural e o investimento em capital humano afetaram positivamente o processo de convergência de renda, reduzindo o tempo gasto para que os municípios alcancem o estado estacionário. Em outras palavras, as políticas educacionais e creditícias se mostraram favoráveis ao processo de crescimento econômico e convergência de renda no setor agropecuário. Os resultados mostraram, ainda, que as regiões onde o setor agropecuário é mais desenvolvido - Triângulo Mineiro e Alto Paranaíba - possuem maior velocidade de convergência, em relação às regiões onde o setor agropecuário possui desempenho inferior, como as regiões do Jequitinhonha - Mucuri e Norte de Minas. Assim, as diferenças regionais ainda persistem, uma vez que diferentes regiões apresentam diferentes velocidades de convergência e atingirão o estado estacionário em períodos diferentes. De acordo com os resultados, as regiões desenvolvidas alcançarão o estado estacionário aproximadamente 28 anos mais cedo que as regiões mais pobres. Os testes de Quah (1993) e de Drennan e Lobo (1999) confirmam a existência de convergência absoluta de renda, reforçando a validade dos resultados anteriores.pt_BR
dc.description.abstractIn the last few years, Minas Gerais gradually increased its participation in national agricultural GDP. Currently, Minas Gerais is the main producer of coffee beans, milk, potatoes and garlic, also having the largest horses herd and the second largest cattle herd in the country. However, due to regional differences, the process of agricultural development has occurred with different intensities, according to each region of the state. In the last decades, many public policies have been elaborated aiming the reduction of inequalities in the field, such as credit policies and investment policies in education. Thus, the present study examined the economic growth of the agricultural sector in Minas Gerais, between 1996 and 2006, seeking to verify the existence - or not - of agricultural income convergence and quantify the impact of credit policies and educational policies on agricultural economic growth of Minas Gerais. The income convergence is the process in which the poorest start to show higher rates of economic growth, for the richest, so that all regions converge to a single state of economic growth, called steady-state. Seeking verification of this process of income convergence, this work was based on the theory of economic growth and income convergence, and the relations between rural credit, human capital and economic growth. Analytically, we used the absolute and conditional β-convergence tests and the testes proposed by Quah (1993) and Drennan and Lobo (1999). The results obtained in β- convergence tests indicated the existence of absolute income convergence among the municipalities of Minas Gerais. The conditional convergence analysis indicated that rural credit and investment in human capital positively affected the process of income convergence, reducing the time required for municipalities to reach the steady state. In other words, educational policies and credit policies favored the process of economic growth and income convergence in the agricultural sector. The results also showed that the regions where the agricultural sector is more developed - Triangulo Mineiro and Alto Paranaíba - have a higher speed of convergence than regions where the agricultural sector has underperformed, as Jequitinhonha - Mucuri and Norte de Minas. Thus, regional differences still persist, since different regions have different speeds of convergence and reach the steady state at different times. According to the results, the developed regions will reach the steady state about 28 years earlier than the poorer regions. Quah (1993) and Drennan and Lobo (1999) tests confirm the existence of absolute convergence of income, strengthening the validity of previous results.eng
