As organizações patronais rurais e a política de reforma agrária na Nova República

Abstract

A presente dissertação de mestrado foi elaborada com o propósito de analisar as formas de organização e atuação do patronato rural brasileiro, no período compreendido entre os anos de 1985/1988, e suas possíveis interferências na política de reforma agrária contida no Plano Nacional de Reforma Agrária (Dec. 2.363/87) e no capítulo de Reforma Agrária da Constituição Federal de 1988. Especificamente, buscou-se analisar os impactos decorrentes da transição do governo ditatorial para a Nova República, nas formas de organização e atuação da classe patronal, e as possíveis interferências dessa organização no processo de construção dos dois diplomas normativos acima referidos. O período da Nova República foi o escolhido para o desenvolvimento deste trabalho por ter sido uma época marcada por grandes acontecimentos históricos, oriundos do processo de redemocratização da sociedade brasileira, que colocou fim ao último período de governo ditatorial da história pátria. Vale ressaltar também que nesta oportunidade estava sendo elaborada a última Constituição Federal do Brasil, momento em que se mostrou intensa a movimentação governamental no sentido de construir e implementar uma política de reforma agrária. Para conseguir alcançar os objetivos propostos realizou-se um resgate histórico da questão agrária no Brasil, evidenciando que o problema com a distribuição de terras no País tem suas raízes no período colonial, sendo uma questão que nunca foi resolvida. Por outro lado, mostrou-se também que a história do campo brasileiro está intrinsecamente ligada à violência, vez que esta é parte integrante do processo discussão e implementação da política de Reforma Agrária no Brasil. Analisou-se ainda a atuação das entidades representantes das classes patronais, buscando verificar quais as técnicas de que as mesmas se valeram no propósito de garantirem os seus interesses na elaboração dos diplomas normativos que estavam sendo elaborados para a implementação da política de reforma agrária. E, finalmente, fez-se a análise do processo de construção das duas normas, visando verificar se a organização e a atuação das classes patronais foram eficientes na defesa dos interesses de seus membros, junto ao Poder Executivo e à Constituinte de 1987/1988.

The present master dissertation has been developed with an eye to analyze the organization forms and actuation forms of Brazilian rural patronage in the period between the years of 1985 and 1988 and their possible interferences on the agrarian reformation politics enclosed in the National Plan of Agrarian Reformation (Dec. 2.363/87) and in the chapter about Agrarian Reformation of the Federal Constitution of 1988. Specifically we tried to analyze the impacts caused by the transition from the dictatorial govern to the Nova República age, on the organization and actuation forms of the patronal class, and the possible interferences of this organization in the construction process of the two normative laws mentioned before. The Nova República age has been chosen for development of this study because of the numerous great historical facts that occurred on this period, due to the redemocratization process of the Brazilian society, that ended the last period of the dictatorial govern in Brazil. We must emphasize that the last Federal Constitution of Brazil was being developed on the same time and at this moment there was a great governmental movement to construct and implement agrarian reformation politics. In order to achieve the proposed aim, we did a historical rescue of the agrarian question in Brazil and so, we discovered that the land distribution problem in this country exists since the colonial period and it is still not solved. On the other hand, we also discovered that Brazilian field history is intrinsically associated with the violence, which belongs to the process of discussion and implementation of the Agrarian Reformation politics in Brazil. We also analyzed the actuation of the entities that represent the patronal classes, trying to verify which techniques they used to achieve their interests in elaborating the normative laws that were being developed to the implementation of the agrarian reform politics. Finally, we analyzed the construction process of the two normative laws, wanting to verify if the organization and actuation of the patronal classes were efficient on defending their member s interests, in agree with the Executive and with the 1987/1988 Constituent.
