Agroecologia, bem viver e mal-estar: fontes morais e discursos antagônicos em torno do Plano Nacional de Agroecologia e Produção Orgânica (PLANAPO)

Abstract

Essa dissertação tem como principal objetivo compreender as fontes morais e os discursos antagônicos presentes em torno do Plano Nacional de Agroecologia e Produção Orgânica (PLANAPO). Para isso, foram trazidos, como fundamentação teórica, autores que discutem a crise da modernidade (BAUMAN, 1998; TAYLOR, 1997), teóricos que propõem a discussão do debate agroecológico (ALTIERI, 1989; GLIESSMANN, 2007; FRANCIS et al., 2003; WEZEL et al. 2009), visões que pretendem trazer alternativas à modernidade (ACOSTA, 2016; INGOLD, 2000; SANTOS, 2007) e autores que discutem a emergência da diferença em contextos democráticos frente à produção de políticas públicas pelo Estado (LACLAU e MOUFFE, 1987; MOUFFE, 2009; 2015). A principal metodologia utilizada nesse trabalho se constitui por duas grandes linhas: uma linha de análise de conteúdo (LAVILLLE e DIONNE, 1999) e uma linha de análise de discurso (LACLAU e MOUFFE, 1987) entendendo o discurso como um conjunto de práticas articulatórias entre grupos antagônicos diante da demanda por ações do Estado e, por sua vez, de uma necessidade de legitimação dessas ações. As principais conclusões desse trabalho evidenciam que a construção discursiva do PLANAPO explicita o antagonismo entre fontes morais agroecológicas e não-agroecológicas, gesto este que, por sua vez, provoca a falência do discurso voltado à legitimidade social dessa política pública, provocando um grande mal-estar público. Entretanto, é a própria possibilidade do PLANAPO que atribui à Agroecologia uma oportunidade de ampla discussão na cena pública e de expressão não apenas de suas propostas, mas da forte crise de “se habitar o mundo”, vivenciada junto aos contextos atuais.

This dissertation has as main objective understand moral sources and antagonistic discourses around the National Plan for Agroecology and Organic Production (PLANAPO). For this, as theoretical foundation we have brought some authors that discuss about the crisis of modernity (BAUMAN, 1998; TAYLOR, 1997), theorists who propose the discussion of the agroecological debate (ALTIERI, 1989; GLIESSMANN, 2007; FRANCIS et al., 2003; WEZEL et al. 2009), perspectives that aim bring alternatives of modernity (ACOSTA, 2016; INGOLD, 2000; SANTOS, 2007) and authors that discuss the emergence of difference in democratic contexts in what it refers to the production of public policies by the State. (LACLAU e MOUFFE, 1987; MOUFFE, 2009; 2015). The major methodology used in this work is constituted by two large lines: one of these lines is the content analysis (LAVILLLE e DIONNE, 1999) and the other line is the discourse analysis (LACLAU e MOUFFE, 1987) understanding the discourse as a set of articulatory practices between antagonistic groups before the demand for actions by the State which, in turn, will need legitimation for these actions. The main conclusions of this study evidence that the discursive construction of PLANAPO explicit the antagonism between agroecological and non-agroecological moral sources, a gesture, that in turn, causes the crash of the discourse aimed to the social legitimation of this public policy, what causes a great public malaise. However, it is the very possibility of the PLANAPO which attributes to Agroecology an opportunity for a large discussion on the public scene and to express not only its proposals, but the hard crisis of “dwelling the world” experienced in today ́s contexts.
